Training "Human Rights Standards: Monitoring Human Rights"

From 31 May - 1 June 2016, in Almaty, the training "Human Rights Standards. Monitoring of Human Rights Observance" took place within the framework of USAID's "Dignity and Rights" project, implemented by the International Organization for Migration (IOM) in Kazakhstan.

Objective - strengthening the capacity of non-governmental organizations, human rights defenders in monitoring, reporting and taking further measures with respect to observance of human rights. The practical orientation of the training is aimed at developing the following skills: the possibility of applying the basic principles of monitoring the observance of human rights; the ability to collect information, including the ability to interview experts and vulnerable parts of the population; the ability to accurately and effectively analyze, report and take action against human rights violations.

In the training actively participated: representatives of Kazakhstan's non-governmental organizations, IOM's partners, who have experience in working with vulnerable parts of the population, and especially  in providing legal assistance to vulnerable migrants and victims of trafficking in persons (from the NGO "Sana Sezim" Khassanova, Shakhnoza).The participants gained knowledge and skills in monitoring human rights, the objectives of human rights monitoring, and the types of monitoring: panel monitoring, monitoring of legislation, monitoring of trials, and fact-finding. As a result of the training, the participants decided on the main actions to be taken in future work to protect human rights. In addition, participants worked out requests for monitoring activities in their region.

Based on the results of the training, a competition of applications for human rights monitoring will be announced. 8 applications will be approved and within four months IOM's partners will have an opportunity to conduct their monitoring, develop a report and submit the results in the National Dialogue within the framework of the implemented project. In addition, two monitoring visits with the participation of two representatives of the Commission on Human Rights will be organized during the implementation of project monitoring activities, and the results will be provided at the next meeting of the Commission.

The trainers were: Bogna Khmelevska, Helsinki Foundation for Human Rights (Warsaw), international expert and Anara Ibraeva, NGO “Kadir Khassiet” (Astana), national expert.
