Defense for labor migrants

Yesterday “the round table” was conducted on theme: “Effective management of labor migration in the region”. The participants discussed the aspects of joint program which is carried out by International Organization for Migration (IOM) in cooperation with the UN Development Fund for Women (UNIFEM), and the governments in Central Asia and Russian Federation, The World Bank, non- governmental organizations.

The program has good purpose: to accelerate the implementation of international standards on labor migration, develop support center for migrants and strengthen inter-country dialogue in the framework of regional organizations – the Eurasian Economic Community (EEC), which will coordinate the dialogue on labor migration at the governmental level. Special attention will be paid to protecting the rights of migrants and their social and economic status. Both women and men and their families get in sight.

According to Tastemir Abishev, the head of the secretariat of the Commission on Human Rights under the president of Kazakhstan, the project is very important for our government. The Commission is interested in joining the forces of government authorities of management with non-governmental sector in the issue of effective management of labor migration. 

According to Khadicha Abisheva the President of Legal Center for Women’s Initiatives “Sana Sezim”, labor migrants who come to work in Kazakhstan, they often violate the legislation of Kazakhstan. This is fully applies to the rules and stay in the territory of Republic of Kazakhstan, crossing the border, the Labor Code of the Republic of Kazakhstan. Public association decided to conduct the informational campaign among potential labor migrants and also rendering the help in finding the employment. Right on the border, the volunteers are ready to give consultation on the rules of residence, registration, preparation of employment contracts, the possibility of non-payment of wages by employers.  

In combating with Human Trafficking “Sana Sezim” cooperates with the organization «IstiqbolliAvlod»(Tashkent) and in exchange of information. In fact, according to statistics, 73% of illegal immigrants who are in South of Kazakhstan fall on Uzbekistan.

The participants of the round table called for the speedy development of tools of effective management of labor migration at the regional level. Moreover, according to them it is required the improvement of the law on migration, there is still no legal status of the labor migrant.
