ANNUAL FOURTH REGIONAL FORUM ON COMBATING TRAFFICKING IN PERSONS IN CENTRAL ASIA

On October 6 and 7, 2021, the Fourth Regional Forum on Fighting Human Trafficking in Central Asia was organized with the participation of stakeholders from Central Asia and Russia.

At the online forum, representatives of member NGOs of the International Network against Trafficking in Persons in Central Asia and Russia and government representatives from Kazakhstan, the Kyrgyz Republic, Russia, Tajikistan, Turkmenistan and Uzbekistan discussed new trends and challenges in human trafficking, the role of state policy in combating exploitation and the activities of the International Network. The participants had the opportunity to discuss the challenges of human trafficking, possible solutions to the challenges and areas for further cooperation.

INTERDEPARTMENTAL MEETING ON THE WORK OF THE PILOT PROJECT AIMED AT PREVENTING HUMAN TRAFFICKING

On September 28, 2021,an interdepartmental meeting was held on the work of the pilot project aimed at preventing human trafficking and identifying victims of human trafficking in the Karaganda, Mangistau and Turkestan regions.

EMPLOYEES OF PA LCWI "SANA SEZIM" TOOK PART IN "STOP-TRAFFIC" CAMPAIGN

In Shymkent during the operational and preventive measure "Stop Trafficking" 2 cases of pimping were revealed On September 19-24, 2021, a national preventive measure "Stop Traffic" was carried out in Shymkent city. The main purpose of the event is to prevent and detect crimes related to corruption, human trafficking and other offenses.

During the event, four cases were detected under part 1 of article 309 of the Criminal Code, seven cases under article 449 (solicitation in public places) and two cases under article 450 (knowingly engaging in prostitution or providing premises for procurement) of the Criminal Code of the Republic of Kazakhstan, and an administrative protocol was drawn up.

INTERNATIONAL PRESENTATION OF THE SPECIAL REPORT OF THE COMMISSION ON HUMAN RIGHTS

On September 24, 2021international presentation of the special report of the Commission on Human Rights under the President "Current problems of human rights protection in the sphere of combating human trafficking in the Republic of Kazakhstan" took place. The report focused on recommendations aimed at improving cooperation between law enforcement bodies and NGOs in combating human trafficking and providing special social services to victims of human trafficking. It also analyzed how Kazakhstani legislation and experience in the field of human trafficking victims' rights protection is in line with international norms and suggested ways of further improvement.

DISCUSSION ON THE CONCEPT OF MIGRATION POLICY FOR 2022-2026

On September 10, 2021a discussion took place on the Concept of Migration Policy for 2022-2026, organized by the Ministry of Labor and Social Protection of the Republic of Kazakhstan and the International Organization for Migration.

PRESENTATION OF THE 2019-2020 CONSOLIDATED REPORT OF THE PARTICIPANTS OF THE NATIONAL PREVENTIVE MECHANISM

On September 2, 2021 the presentation of the 2019-2020 Consolidated Report of the participants of the National Preventive Mechanism (NPM) took place. Based on visits to prevent torture and other cruel, inhuman or degrading treatment or punishment, members of the NPM Coordinating Council shared the results of monitoring and analysis on the observance of the rights and legitimate interests of persons in the following institutions:

• penitentiary institutions;

• temporary detention facilities and other facilities of the Ministry of Internal Affairs of the Republic of Kazakhstan;

• facilities of the National Security Committee and the Ministry of Defense of the Republic of Kazakhstan;

ANOTHER INFORMATION CAMPAIGN TO RAISE PUBLIC AWARENESS ON TRAFFICKING IN HUMAN BEINGS

On August 31, 2021workers of the PA LCWI “Sana Sezim” has held the last information campaign for the summer of 2021 to raise awareness of people in the issue of trafficking in persons in the public places of Shymkent. During the information campaign citizens and guests of Shymkent were informed on how to identify victims of trafficking in persons, how to assist them and how the PA LCWI “Sana Sezim” helping the survivors of trafficking in persons. The workers of the PA LCWI “Sana Sezim” were pleased to hear interesting questions from and to answer to the questions of younger generation regarding the importance of the issue and the effect of the COVID-19 pandemic on trafficking in persons.

PA LCWI "SANA SEZIM" SUCCESSFULLY COMPLETED THE FIRST YEAR OF THE PROJECT "SAFE MIGRATION IN CENTRAL ASIA"

Under the USAID-funded and Winrock International-implemented “Safe Migration in Central Asia” project, migrants, potential migrants, youth, government officials and private sector employees participated in activities organized by the PA LCWI "Sana Sezim”. By helping stranded migrants and working to raise awareness about combating human trafficking and safe migration among at-risk populations using innovative methods of technology in Shymkent city and Turkistan region, we achieved the following results:

• 19 information campaigns were conducted on human trafficking and safe migration in 7 districts of Turkistan province, the cities of Shymkent, Turkestan and Kentau;

SECOND STEP-BY-STEP TRAINING FOR PRIVATE SECTOR REPRESENTATIVES IN THE SERVICE SECTOR

On August 25, 2021,the USAID-funded Safe Migration in Central Asia project, implemented by Winrock International, conducted a second step-by-step training for private sector representatives in the service sector. The administrative staff of each company participating in the event was familiarized with the problem of human trafficking, basic principles and criteria of ethical working conditions and employment.

INFORMATION CAMPAIGN ON HUMAN TRAFFICKING PREVENTION

On August 15, 2021as part of the “Safe Migration in Central Asia” project supported by the USAID and Winrock International, workers of the NGO "Sana Sezim" conducted an information campaign in the city of Shymkent. During the campaign, leaflets with information on human trafficking prevention and organizations that provide assistance to victims of trafficking in persons in the Republic of Kazakhstan were distributed. Employees answered questions of Shymkent residents and guests on this issue, thereby raising public awareness on human trafficking.
