On January 26, 2023, in the framework of the USAID “Safe Migration in Central Asia” project implemented by Winrock International, in partnership with the Law Enforcement Academy under the Office of the Prosecutor General of the Republic of Kazakhstan, an official presentation of the Practical Guidebook on Identification, Assistance and Referral of Human Trafficking Victims was organized.
Mr. Marat Seksembayev, Rector of the Academy for Law Enforcement under the Prosecutor General's Office of the Republic of Kazakhstan moderated the presentation. Mr. Tastemir Abishev, Secretary of the Commission on Human Rights under the President of Kazakhstan, Ms. Irina Biryukova, USAID representative in Central Asia and Ms. Ellie Valentine and Ms. Gulmira Kuanzhanova, representatives of Winrock International spoke about the current situation of human trafficking in Kazakhstan, partnership to combat human trafficking and the basis for practical guidance. Representatives of the Ministries of Foreign Affairs, Health, Education, Labor and Social Protection of the RK and NGOs, which contributed to the practical guide participated in the presentation.
Due to the fact that trafficked persons are not adequately protected and cannot always be identified as victims, it was necessary to prepare this practical guide. Developed for staff in a variety of fields, the guide covers areas such as the identification of trafficked persons, recommendations for assistance, mechanisms to enhance the identification of victims, and child labor.
