NATIONAL PREVENTIVE MECHANISM: VIOLATIONS AND RECOMMENDATIONS IN CLOSED STATE INSTITUTIONS

On November 24, 2022 in Astana at the event with the participation of the heads of the central law enforcement and state bodies, representatives of non-governmental and other interested civil organizations the presentation of the 2021 Consolidated Monitoring Report of the National Preventive Mechanism (NPM) took place.

During the event organized by the Commissioner for Human Rights in the Republic of Kazakhstan, National Preventive Mechanism for Torture Prevention, OSCE Program Office in Astana, Sigrid Rausing Trust and NGO "Dignity" comprehensive analysis of revealed violations in closed state institutions was conducted and reasonable recommendations on prevention of such violations were developed.

As a member of the NPM Coordination Council, Director of NGO "Sana Sezim" Khassanova Shakhnoza made a report "On the results of visits to the institutions for minors" and recommendations in accordance with international standards.

It is important to note that NPM monitors the quality of fulfillment of the obligation to prevent torture and cruel treatment of juveniles in special institutions in Kazakhstan.
