FIRST MEETING OF THE WORKING GROUP ON THE DEVELOPMENT AND DISCUSSION OF THE CONCEPT FOR THE DRAFT LAW "ON COMBATING HUMAN TRAFFICKING IN THE REPUBLIC OF KAZAKHSTAN"

On June 17, 2022,the first meeting of the working group on the development and discussion of the concept for the draft Law "On Combating Human Trafficking in the Republic of Kazakhstan" was held at the Ministry of Internal Affairs of the Republic of Kazakhstan.

Under the chairmanship of the Deputy Minister of the Ministry of Internal Affairs of the Republic of Kazakhstan, Yerzhan Sadenov, important aspects that need to be included in the concept of the bill were discussed.

The participants of the working group were the Commissioner for Human Rights in the Republic of Kazakhstan, representatives of state and law enforcement agencies, international organizations and the civil sector, who have vast experience in the field of combating human trafficking and face each other in their work.

Important aspects that need to be included were discussed, such as: definitions of “trafficker”, “identification of victims of trafficking in human beings”, “combatants of trafficking in human beings” and others. Expand the competences of state, local executive bodies and other organizations in combating human trafficking, protecting underage victims of human trafficking, as well as foreigners who have become victims on the territory of Kazakhstan.

Considering the fact that Kazakhstan is striving to enter the 30 most competitive countries in the world, this means not only an increase in the country's socio-economic potential, but also an increase in migration flows, which will lead to an increase in the risks of increasing victims of human trafficking.

It is important to develop the concept of project law in accordance with international standards.

The terms for the preparation of the concept were determined in September 2022, the submission of the draft law - April 2023.
