Extended Meeting of the Working Group on Monitoring Violence Against Women

On 7 December 2017, the extended meeting of the working group on monitoring violence against women took place in Astana.

During the period 2015-2016, the Committee on Statistics of the Republic of Kazakhstan conducted the first specialized study that assessed the prevalence and nature of violence against women, as well as the related health consequences. The results of the study showed that 17% of female partners between the ages of 18 and 75 experienced physical or sexual abuse during their lifetime. Within the framework of the above study, the dynamics of the prevalence of domestic violence and the dynamics of the public attitude to domestic violence have been analyzed, which have been repeatedly evaluated in the framework of the UNICEF Multipurpose Indicator cluster study (MICS). According to the MICS for 2015, 14.2% of women believe that a husband or partner can strike or beat a wife or partner in at least one of five situations. So, women more often justified violence of men in situations such as when the wife neglected the children (10,8%), left the house, not having informed her husband (4,1%), or argued with him (5,4%). Also, 1.5% of women justified beatings of the wife, if she refused to have sex with her husband and 0.7%, if she spoiled the food when cooking. Thus, the data demonstrate a regression towards the public attitude towards domestic violence, as in 2011 MISC demonstrated that 12.2% of women in Kazakhstan believed that the husband or partner had the right to hit or beat them for at least one of several reasons. Compared to 2015, in 2011, women justified violence of their partner in cases when they neglected children (9.7%), or demonstrated their autonomy, ie, left the house without informing their husbands (3.1%) or entered into a dispute with them (3.7%). Only 1.2% of women believed that the partner has the right to hit or beat them if they refuse sex or if they spoil the food (0.8%).

In March 2017 the structure of UN-Women in Kazakhstan and the Ministry of National Economy of the RK started the implementation of a joint project. The project has several objectives; one of them is to increase the capacity of national partners in the collection, processing, analysis and evaluation of statistics in eliminating violence and discrimination against women in the context of the nationalization of the global indicators of the Sustainable Development Goals (SDGs).

As part of the implementation of this project, it was planned to create an effective system for monitoring and assessing the situation in the field of eliminating violence and discrimination against women on the basis of internationally recognized indicators of the SDGs and other international commitments. Thus, a comparative analysis was carried out of successful international data collection and analysis practices, taking into account the commitments to implement the SDGs and the implementation of international agreements and conventions ratified by Kazakhstan. The project provided international expert support to develop a set of harmonized gender indicators for monitoring the situation in the area of eliminating violence and discrimination against women in accordance with CEDAW commitments, the Beijing Platform for Action and the SDGs, including implementation assessment indicators, responsible authorities, update frequency and provision of data, etc.

The goalis to discuss the results of all studies to make further decisions to improve the system of using statistical data in the area of prevention and control of domestic violence, namely, improving coordination and interagency interaction between state bodies in the collection and analysis of statistical data.
