Round Table on Questions of Birth Registration and Individual Rights

On 30 May 2017, the round table on questions of birth registration and individual rights was held in Astana.

As part of the global campaign to resolve statelessness, UNHCR and its partners in the Republic of Kazakhstan (KIBHR, NGO "Sana Sezim") identified cases where families transmit statelessness from generation to generation, despite the existence of lasting strong ties with the state. In 2016, partners of UNHCR identified 1,781 people with undetermined citizenship and most of them had insufficient identity documents.

Objectives of the round table:

  • Sharing the results of the Republican program on identification of stateless persons that is conducted jointly by UNHCR, the Kazakhstan International Bureau for Human Rights and Rule of Law and the Ministry of Internal Affairs. Particular attention will be paid to statistical data on the number and territorial distribution of persons in need of documentation, as well as the consequences of the lack of birth registration in Kazakhstan;
  • Presentation of the results of the analysis of national legislation regulating the registration of births and statelessness;
  • Discussion of recommendations for introducing amendments to national legislation on birth registration;
  • Sharing examples of good practices of birth registration in different countries around the world;
  • Discussion of possible further steps to improve national legislation regulating birth registration.

Representatives of the Government of the Republic of Kazakhstan, experts from civil servants working on the issue of statelessness, members of the interdepartmental working group on the rights of the child, experts from non-governmental organizations with practical experience in the field of statelessness were invited to participate in the event (from the NGO "Sana Sezim" participation - Shahnoza Hasanova), representatives of UNICEF and UNHCR. The organizers of the round table were UNHCR and KIBHR.
