Spring School "Gender-Oriented Budgeting: Practice and Mechanisms of Implementation in the RK by the Example of the South Kazakhstan and Zhambyl Oblasts!

From 28-31 March 2017, the Spring School “Gender-Oriented Budgeting: Practice and Mechanisms of Implementation in the RK by the Example of the South Kazakhstan and Zhambyl Oblasts!” for representatives of the state bodies and NGOs took place in Shymkent. The Spring School was organized by the Institute of Equal Rights and Equal Opportunities of Kazakhstan and the Foundation Friedrich Ebert in Kazakhstan.

At the spring school, following sessions were included:

  • Review of gender concepts: basic knowledge for gender budgeting;
  • National and local budgets;
  • Gender approach to management (gender mainstreaming). Integration of the gender approach into programs, strategies and projects;;
  • The system of indicators of gender statistics as a tool for implementing the state gender policy;
  • Use of statistical data to monitor the implementation of state gender policy at the central and local levels;
  • State budgets and issues of equity and fairness;
  • Financing the priorities of gender equality in strategies / programs / projects. Gender aspects of program goals and objectives;
  • Methodology of gender-oriented budgeting: the main components of work with GOB;
  • Advantages and potentialities of different approaches to GOB: review of international practices for the implementation of GOB projects;
  • GOB as an approach for empowering women at the sectoral level;
  • GOB and sector-level planning;
  • Practical steps to integrate the gender approach in planning and budgeting;
  • Planning actions to further promote initiatives of local NGOs in budgetary policy.

The participants actively took part in 4 days and gained knowledge and practical skills on gender budgeting. The trainer was the international expert on GOB - Tatyana Ivanina (Ukraine). FromtheNGO"SanaSezim" participated: UsmanovaZulfiya.
