Is that without will or with will?

Confess that many of you were in the real  situation when one of those “quite often”: a skinny kid working at the car wash not for a year, smarty offers an inexpensive car wash; a vociferous conductor in the bus, who obviously has not reached even 15 years of age, counting down briskly the change; a girl selling the toys in the park while her peers play there; and the child standing behind the  counter with his mother, and often even without her?   We pass by; we do not notice that it has already become a daily occurrence. Many people see nothing wrong. Someone thinks that the children should live careless and they do not need to work, but others think that a child has to get used to work from the childhood and know the value of money. The International Labor Organization (ILO) has conducted the same line a long ago, separating labor educative labor from the child exploitation.

Raids, which are organized every year by the Department of Child Protection with the city department of education, law enforcement authorities, NGO “Sana-Sezim” in the framework of National program “12 days against the exploitation of child labor”, every year run through the already known routes:markets, service stations, car washes, cafés. Minor workers are met everywhere.

 “Verhniy” market as an illustration of the theme of child labor is rather indicative. Friday. Middle of the day.  Buyers are going like continuously flow. We are moving like a group- chief specialist of the Department on the Protection of Child rights of SKO Bibolova Alia, the head teacher of school №13 Barno Sultanova, lawyer of NGO “Sana Sezim” Elina Yenikeyeva, correspondent of “UK”. Young sellers are met already on the way to the market.  13 years old Daniyar sells soda.   There is no release from customers on a hot day-work is restless. There works the whole family in a café.

The boy admits that his favorite entertainments are football and computer games. Elder sister hastened to explain that Daniyar comes only in the morning, but after sitting a couple of hours, immediately goes home. Nevertheless Alia Bibolova clarifies the norms of labor employment of the child and hand the brochure.  

Sister takes but with obvious displeasure. – The reaction is quite normal-says A. Bibolova – we often hear a perturbation they say why you pry into other people’s  businesses, this is my child and I decide where he will be!

We enter the market. Alia Bibolova with trained eye immediately distinguishes a thin girl in an apron from the crowd. 13 years old Nazerke works very fast: weighting goods, immediately takes the money, correctly naming the products’ value.  It is evident that the market is like a native element for her. However, we are assured that she came to replace her mother only for one day. She eats right there at the point of catering, where fried patties are nearby. I think there is no need for explaining, how useful this food is for the child.

Muhammed is 12 years old child. He sells greeneries with his mother. Not for a year serious boy, looks disapproving at the women trying to convince his mother that this place is not for him.

-Well I need help here! -she said in high indignation. – I have elder son, there is no other assistance. He goes to school and on the holidays he works with me and knows how money goes. I do not have possibility to give him a rest!

Next to him is Gulim, she is 13 years old child. She sells cosmetics. Mother attacked uninvited guests at once, scared girl keep quite. Anyway I can’t send her to the camp-I can’t afford , it is better that she helps me here than she spends time in the street without  business!

Young Zhansaya is 10 years old child. She is almost invisible behind the counter. She sells shoes, cheap and  smelly tartly. According to the neighbor sellers mother moved away. We had been waiting her for a long time and she never came. To the question: “Do you like this place” the girl nodded hopelessly.

Meruert is from the village Tortkul graduated at the eighth grade of school. She is of middle height but biceps like she is engaged in sports of strength. Of course her products are potatoes and onions. She carries bags deftly. Elena Enikeeva asked her to show the hands: hands were in a tired corn, it is seen that market is a daily work, and not a temporary occupation.  

-Why she needs the school, if she earns money already -says her companions in the neighborhood. She is able to read and count, what else she needs?  She will not go to the further studie. Health? If she worked in the fields instead of trading in the market  - would she be healthier?

-That is a problem-says E. Enikeeva- family with low-income do not have time to think about the future of the children, education and health, they need to survive, try to earn more with extra labor power even power of the children.

Certainly they will become more experienced in life issues learning hardships of labor from the young age. But to remember about a happy and careless childhood  they will not succeed, as well as to reach the level of more educated peers.
