In Warsaw was passed an annual seminar of OSCE on human dimension

On 14-16 May, 2012 in Warsaw was passed an annual devoted on human dimension seminar of the Organization on safety and cooperation in Europe (OSCE). According to the decision of governing organs of OSCE this year it was devoted to subject « Legal basis for Combating of Human Trafficking”. 142 participants from 47 states, 3 international and 26 non-governmental organizations were registered on action. In seminar active participation was accepted by official delegation of Kazakhstan as a part of representatives of Ministry of Justice, the Ministry of Internal Affairs and the Ministry of Foreign Affairs. Besides, the representatives of two non – governmental organizations – «The union of the crisis center» (Almaty) and «The legal center for women’s initiatives «Sana Sezim» (Shymkent), had brought the substantial contribution to the seminar discussion.      

The program of a seminar included four working sessions devoted to development in the participating countries of legislative base, answering to obligations within OSCE and to the international standards, strengthening of an institutional basis for effective investigation, criminal prosecution and condemnation for human trafficking, to position of the victim within criminal legal proceedings and a role of the accountability, availability and justice in prevention of all forms of human trafficking.       

Participants of the seminar emphasized importance of effective coordination of activity on opposition to human trafficking between the states, especially at sub regional level, with wide involvement of representatives of civil society, including mass media. Thus the great value has establishment of early contacts between police and victims of human trafficking, and also rendering legal and other forms of support to the persons going to labor migration. One more important aspect is the organization of trainings and seminars for representatives of law enforcement agencies with aim of their high-quality informing on the rights of migrants and the relevant legal standards, including fixed by international law.     

 It should be noted that the discussions with participation of representatives of state authorities and non-governmental organizations at the Warsaw seminar took place in rather constructive course and revealed mutual interest in further increase of efficiency of cooperation in combating of human trafficking and modern forms of slavery. Soon recommendations of the seminar will be transferred to OSCE state members.

OSCE is the international organization uniting 56 member states from Europe, America and Central Asia. The headquarters of OSCE is situated in Vienna. In 2010 Kazakhstan was the first from among the Post-Soviet states presided in the Organization and could call the Summit of OSCE which has come to the end with adoption at the OSCE Summit in Astana first for 11 years.
